27th June, and to inform you that

the power of disallowance will not

be exercised in respect of

Ordinance No. 16 of 1940 intituled:-

An Ordinance to amend the

Advertisements Regulation

Ordinance, 1912.

that

I observe, however,

Section 5(4),enacted in Section 3

of this Ordinance, relieves the

Chairman of the Urban Council and

any person authorised by him to

act under the section, of liability

for damage done in the course of

removal or obliteration of an

advertisement in pursuance of the

section. In this connection I

would invite your attention to my

predecessor's circular despatch

of the 21st August 1939, in which

the undesirability of this type

of enactment fully discussed,

and in particular to paragraph 5

thereof in which the desirability

of avoiding its inclusion in

legislation
